EU fragrance allergen list: all 81 entries (Regulation 2023/1545)
Regulation (EU) 2023/1545 extended the list of fragrance allergens that must be named on cosmetic labels from 24 to 81 entries. Below is the full list, with the exact name to print on the label. Canada uses the same list. Great Britain still requires only the first 24.
When an allergen must be on the label
- Rinse-off products (soap, shower gel, shampoo): above 0.01% of the finished product.
- Leave-on products (cream, lotion, balm, lip balm): above 0.001%.
- Add up the same allergen from all ingredients. Linalool from lavender and linalool from bergamot count together.
- Some entries are printed under one group name. All lavender oils go on the label as "Lavandula Oil/Extract"; Geranial and Neral together as "Citral".

New essential oils and extracts (21)
The oils themselves are now allergens. If your soap contains more than 0.01% lavender oil, "Lavandula Oil/Extract" goes on the label, and so do its constituents above the threshold, such as Linalool and Linalyl Acetate.

Not on the list
Tea tree, rosemary, frankincense, grapefruit, lime and Eucalyptus radiata are not entries themselves. Their constituents (Limonene, Linalool, Pinene, Terpinolene and others) still count in the usual way.
